Who are de-notified, nomadic and semi-nomadic tribes?

These are communities who are the most vulnerable and deprived. Denotified tribes (DNTs) are communities that were ‘notified’ as being ‘born criminal’ during the British regime under a series of laws starting with the Criminal Tribes Act of 1871. Nomadic and semi-nomadic communities are defined as those who move from one place to another rather than living at one place all the time.

 

A National Commission for De-notified, Nomadic and Semi-Nomadic Tribes (NCDNT) was constituted in 2006 by the then government. It was headed by Balkrishna Sidram Renke and submitted its report in June 2008, in which it said, “It is an irony that these tribes somehow escaped the attention of our Constitution makers and thus got deprived of the Constitutional support unlike Scheduled Castes and Scheduled Tribes.”

The global MPI constructs a deprivation profile of each household and person through 10 indicators spanning health, education and standard of living. Millets — which fell out of fashion a few decades ago — have received renewed attention as crops that are good for nutrition, health, and the planet. Millets are climate-smart crops that are drought-resistant, growing in areas with low rain and infertile soil. They are hardier than other cereals, more resilient to changes in climate, and require less water to cultivate (as much as 70% less than rice), and less energy to process (around 40% less than wheat). Mangarh Hill holds special importance for the Bhil community and other tribes of Rajasthan, Gujarat, and Madhya Pradesh. During the freedom struggle where Bhils and other tribes engaged in a long stand-off with the British, more than 1.5 lakh Bhils rallied at Mangarh Hill on 17th November 1913 under the leadership of Shri Govind Guru. Britishers opened fire at this gathering, leading to Mangarh Massacre where approximately 1500 tribals were martyred.
