Day – 13
1) Shiva was born to parents who were wealthy in his locality. A sudden business failure impoverishes them and in an ensuing road accident his parents die when he was aged three. None of the relatives or neighbors have given him enough care or protection. After a point, a drunkard in the area takes him to a city and under him Shiva grows into a rogue and uncultured robber. Soon his contacts develop and he gets opportunities to work with underworld criminals involved in organized crimes and murders. He develops into a seasoned criminal by age of 15 years. Now he has been arrested for a drug trafficking case and sent to the Juvenile Justice Board. You are prominent psychiatrist and the Board asks you to rehabilitate Shiva and make him a better human being. Keeping in mind the fact that he was deprived of parenting or proper socialization, how will you rehabilitate him? Explain. (20M)
2) You are the PIO (Public Information Officer) for Ministry of Health and Family Welfare. Your Ministry has enormous health statistics at treasure. These involve sensitive health information of many citizens. Such information is denied to be given under RTI to any applicant since they come under ‘third-party information’. However, many pharmaceutical MNCs are interested in availing such information by any means since they have high commercial value for research and development. Now, disregarding citizen’s privacy, your Minister has asked you to share the information in a camouflaged manner to an MNC which funded his party heftily. The company will file an RTI for name-sake and third-party information is asked to be shared through RTI reply. By doing this, you are promised a plum- post in government after retirement.
