The following Insta RevisionTest is part of the detailed Insta Plan 2.0 which we have given you (CLICK HERE) recently. Read and internalise the plan before you start giving these tests. If you are already very well prepared, you can give these tests as stand-alone tests for extra practice.

1. How illegal transborder migration does pose a threat to India’s security? Discuss the strategies to curb this, bring out the factors which give impetus to such migration. (250 words)

 

2. The China-Pakistan Economic Corridor (CPEC) is viewed as a cardinal subset of China’s larger ‘One Belt One Road’ initiative. Give a brief description of CPEC and enumerate the reasons why India has distanced itself from the same. (250 words)

 

Ethics question :


1. The political authority in democracy is checked in multiple ways. The most nearby check against illicit acts of Ministers is a bureaucrat meant to objectively and impartially execute rules along with non-partisanship. Officers are expected to raise against any possible subversion of laws and rules and misuse of funds, advice inefficient, unworkable and populist policies. While this is the ideal case, practically, what we predominantly have is the culture of ‘yes men’. Such officers turn a blind eye to public interest and norms, and willfully support unscrupulous and unprincipled acts of political bosses without raising objections and expressing differences of opinion.

Discuss the attitudinal, political, legal, ethical and professional reasons behind this phenomenon in India. (20M)

 

2. You are an IAS officer and the Registrar of Charitable Trusts. You have been helped by the XYZ trust in past for your civil services preparation on recommendation of Mr. Ram. Being grateful to him, your conscience has always pricked you that once in your lifetime you have to pay him back in any form as a token of gratitude. On a fine day, you receive a complaint from a whistle-blower that Mr. Ram, who is the director of XYZ trust now, is mishandling funds there. You are empowered to cancel license of trust which violate fund utilization norms. What will be your response? Justify your stand.        (20M)
